The rapid development of aviation and difficulties in purchasing modern foreign anti-aircraft artillery (high cost and government bans on the sale of guns to Poland) led to the decision to start their own research on a new type of cannon at the Institute of Technology and Armament. The cannon had a firing range of 14,500 meters and a height of 9,500 meters. They could be towed using a four-wheeled trailer. During firing, the cannon formed a bridge, and the wheels were suspended. In 1937, it was decided to arm the gun and its mass production began. The first guns were supposed to be ready in May 1938. The Model 37 was a semi-permanent variant that could be transported by tractors, while the Model 36 had its own PzInz. 342 mechanical traction, but none of the 100 tractors ordered had been delivered before the start of the war. The gun was in no way inferior to the best foreign models. It was planned to equip the military air defense with 180 guns, and the Polish air defense with 280 guns.
